[edit] Why the Dragons went away

Dragons were exiled to the West as penance for warring among themselves and all but wiping out the metallic dragons. The surviving metallic dragons stayed in the west and took on an identity as "Crystal Weavers." When the dramojh returned they bugged out to various some time/dimensional folds.
Dragons in the west found their link to the land weakening - they and their progency were somehow less than what they had been. Hence their dabbling with the dreaded seeds and evolution to reverse it. Finally the council decided they needed to all return to the west to reestablish their ties to the land. Whether they can or not remains to be seen.
Rune Children are a legacy of the metallic dragons, a kind of deadman's switch to try and protect the land after they were gone (because they were expecting to lose the war). The force/runes that create runechildren are the remains of the will/spirit/ magic of metallic dragons who gave up their existence.

In the north of the Bitter Peaks I have seen, with my own eyes, one of those reasons. Look for a tower the wind does not touch and you might see it too, but beware- the wind is not the only thing that tower is guarded against.
